Heat Pump Program
UEC members who want to install a energy efficient heat pump may be eligible to pariticipate in Umatilla Electric's Heat Pump
Program. Homeowners may choose between a cash back rebate or low interest financing for qualifying energy-efficient heat pump systems. A FREE home energy audit is required and the qualifing unit must be installed by a installer who is listed on our Participating Installer list. Loan requests over $5,000 will require approval from the UEC Board of Directors Loan Committee; $10,000 maximum per home. This program may be changed or terminated without prior notice.
The first step in to participating in the Heat Pump Program is to call UEC to schedule your FREE home energy audit. This provide important information about your home to you the homeowner as well as the participating installer. New manufactured and site built homes do not require that an audit. Existing homes are required to install all possible "Priority 1" weatherization measures that may be identified during the course of the energy audit. "Priority 1" measures include attic insulation, underfloor insulation, duct and whole house air sealing. If it is deteremined that your home requires any of the measures identified as a priority, you will be asked to complete them at the same time. Weatherization measures that are requied may qualify for a UEC weatherization rebate or or can be included with your heat pump loan.
After the audit is complete contact one or more participating installer to schedule a bid appointment. Each installer will provide you with and UEC with a copy of the bid proposals. When you have made your decision, contact UEC to let us know which installer you prefer.
Qualifying Heat Pumps
Air-to-air heat pump:
Split systems: Shall be either Energy Star labeled or have a minimum of 8.5 Heating Seasonal Performance Factor (HSPF) or better; SEER Performance Factor of 14.0
Geothermal systems: a 3.0 Coefficient of Performance (COP) or better.
Rebates
Your Installer will go through the inspection check list to make sure you know how to operate the heat pump and understand its routine maintenance and warranty coverage. Upon receipt of this checklist, a UEC representative will contact you to schedule your inspection. This inspection helps to make sure that the unit is installed correctly and that you are satisfied with the installation. Upon inspection approval your rebate will be processed and you will receive your check directly from Umatilla Electric.
Umatilla Electric will pay incentives toward the purchase of a qualifying heat pump system, depending on the energy efficiency of the unit that you purchase. Existing or new site-built or manufactured homes are eligible for a UEC heat pump rebate; tenants as well as homeowners qualify.
Loans
Submit the UEC loan application and a $75 non-refundable application fee to Umatilla Electric Cooperative for loan approval. Be sure to attach your most recent pay stubs or if you are retired or self employed we will need copies of the last two year's tax returns.
All persons appearing on the title of the land where the heat pump is to be installed must be included in any loan application. Upon approval of the application, you will be contacted to schedule an appointment to sign the contract.
A loan processing fee of $100 will be due when you sign your loan documents. This loan will be recorded as a lien against the property, a copy of the legal description of the property will be required. A "Notice to Proceed" will be sent to the appropriate Participating Installer.
The loan proceeds will be paid out to the Participating Installer when you are satisfied with the work. Payment statements separate from your electric bill will start arriving by mail about one month after the UEC Participating Installer has been paid.

Energy Tax Credit
You can get a credit on your Oregon income taxes for purchasing energy-efficient heat pumps, geothermal heat pumps, and testing and sealing your heating ducts. For heat pump installation and duct testing and sealing, a Oregon Department of Energy certified contractor must perform the work. (See lists of tax-credit certified contractors.)
The tax credit is based on the amount of energy saved above standard models. The tax credit is the amount noted on the list of qualifying equipment or 25 percent of the net purchase price of the equipment (not including labor), whichever is less.
